Coining Citizen Metric to Improve Quality of Life and Governmental Accountabilities

This project is dormant. Some preliminary investigation has been undertaken and the original Examiner Team leadership after outlining a White Paper has stepped aside. In scoping out this project they discovered that selecting definitions is secondary to the high hurdle of getting improvements actually in use. The status is currently in an 'open 4 definition' mode.
